 According to the doctrine of 'Separation of powers' [wiki]: for the purpose of upholding leadership integrity, a method of mutual check and balance between key organs governing a state ("executive, a legislature, and the judiciary") is instituted, each holding "separate and independent powers".

Someone must ask PM Lee why PAP increased the number of seats per GRC from 3 in 1988 to an average of 5.4 in approx 2001, remaining at that level subsequently.

Perhaps the reason why MM Lee is 'unique' is because MM Lee grew up in a time where post WW2 and the independence of Singapore, the political scene of the time was vibrant and robust. The British had just left, no man was king.
